Self Employment in the North West

New Office for National Statistics figures show that 13.5 per cent of the North West workforce are now self-employed. Is this a sign of increased economic activity and an “entrepreneurial spirit” or a sign that the job market in the North West is still very depressed? Is some form of employment better than none?
